The Youth Intellectual Property Incentive (YIPI) Program is an incentive program that will support and encourage young creators to build a more progressive and inclusive future in the Philippines’ innovation landscape.

Through the YIPI Program, youth inventors, designers and entrepreneurs can enjoy the waiving of certain fees, technical consultations and capacity buildings when they file their applications.

This Program is part of the innovation strategy of the Intellectual Property Office of the Philippines (IPOPHL) to tap the talent and ingenuity of the youth to provide relevant and practical solutions to address the challenges faced by Filipino society today.

BENEFITS

  • Waiver of Fees
    • . For applications filed starting from 13 August 2022 – 31 August 2023:
      • Filing Fees for Invention (Php 2,000) and Utility Model (Php 1,720.00) not exceeding five (5) claims, Industrial Design (Php 1,720) not exceeding ten (10) embodiments;
      • Filing Fees for Trademark Applications (Php 1,200.00) for one (1) class including color claim fee (Php 280.00), as may be applicable;
      • First (1st) Publication Fee (Php 920.00);
      • Substantive examination fee for Invention (Php 2,010.00); and
      • Annuity Fee for invention for the first and second anniversaries (Php 1,550.00 and Php 2,000.00, respectively)
    • For applications filed from 1 January 2020 until 12 August 2022, unpaid and unassessed fees listed above.
  • Technical Assistance and Capacity Building
    • Youth and Institutional applicants may request IPOPHL, through the Documentation, Information and Technology Bureau, technical consultations and capacity building on IP commercialization and management.

ELIGIBILITY

  • New Applicants
    • Prior to the filing of the online application, the applicant shall request for a certification from the Documentation, Information and Technology Transfer Bureau (DITTB) of status as youth filer to avail of the benefits.
      • The request form must be submitted with the following:
        1. Any government-issued identification (10) card such as driver’s license, passport, voter’s 10, postal 10, etc.; or
        2. Any school or company 10 bearing a picture and a copy of NSO/PSAissued birth certificate.
      • For institutional filers with youth inventors, designers and entrepreneurs, the request form must be signed by the authorized official to be accompanied by any of the foregoing document for the concerned youth creator/entrepreneur.
  • For pending applications
    • The applicant shall request for a certification from the DITTB submitting the proof of age to qualify as a youth filer to avail of the waiver of fees.

PROGRAM MECHANICS

New Applications

  • The applicant shall request for a certification from DITTB as youth filer attaching the proof of identification of the NSO/PSA-issued birth certificate. The request shall be submitted to yipi@ipophil.gov.ph of DITTB.
  • After checking the completeness of the submitted documents, the DITTB shall issue the certificate within five (5) working days from the submission of the complete requirements.
  • The certification shall be submitted by the applicant as an attachment to the online application through the electronic filing system.
  • Upon the successful filing of the online application, the applicant shall receive an acknowledgement form which shall be forwarded to DITTB not later than 48 hours from receipt. 
  • The DITTB staff shall coordinate with the MIS staff for the generation of an application number for the application.

Pending Applications

  • Since the application has been filed, the applicant shall request for a certification from DITTB as youth filer attaching the proof of identification of the NSO/PSAissued birth certificate. The request shall be submitted to (email address) of DITTB.
  • After checking the completeness of the submitted documents, the DITTB shall issue the certificate within five (5) working days from the submission of the complete requirements copy furnishing the MIS indicating the application number in the email subject.
  • The MIS shall tag the application in the system to reflect the waiver of fees.
  • The applicant shall submit the certification using the electronic document file system not later than 48 hours from receipt.
