New Appointments at IPOPHL

President Rodrigo R. Duterte recently appointed Atty. Teodoro C. Pascua, and Atty. Nelson P. Laluces as IPOPHL’s Deputies Director General and Atty. Lolibeth R. Medrano as the new Director of the Bureau of Patents (BOP). DDG Laluces took oath last January 9, 2018 while DDG Pascua and Director Medrano took oath on January 18, 2018. The said officials took their Oath of Office before DTI Secretary Ramon M. Lopez.
 
DDG Pascua was DTI Undersecretary for the Consumer Protection Group (2016-2018) before he joined IPOPHL. He also served as Chairperson at the Association of Southeast Asian Nations (ASEAN) Committee on Consumer Protection Meeting and Related Meetings in 2017. He represented DTI as Chair of the National Committee on Intellectual Property Rights (NCIPR) from October 2016 to December 2017. Atty. Pascua started his service in government in 1981 as a legal assistant at the Department of Labor and Employment (DOLE). From 2010 to 2016, he was the Deputy Director General at the Technical Education and Skills Development Authority (TESDA).
 
DDG Pascua completed his Bachelor of Arts from the University of the Philippines (UP) Manila in 1978 and finished his Bachelor of Laws from the UP Law School in 1982.
 
In 2013, DDG Nelson P. Laluces was appointed as the DDG for Administration, Registration, and Adjudication of IPOPHL. His term ended on December 31, 2017 after a five (5) year stint at IPOPHL. Under his stewardship, DDG Laluces headed several IPOPHL committees including the ISO 9001:2008 and ISO 9001:2015 as Quality Management Representative (QMR) and head of the Management Review Committee. DDG Laluces served as the chairman of the Land Transportation Franchising and Regulatory Board (LTFRB) prior to his appointment as IPOPHL DDG.
 
DDG Laluces earned his Bachelor’s degree in Psychology and International Marketing from De La Salle University in 1981 and his Bachelor of Laws from the Ateneo Law School in 1985.
 
Director Medrano was the BOP Assistant Director since 2010. Aside from assisting the Patents Director in managing Bureau operations, she serves as focal point for regional and bilateral patent work-sharing as well as bilateral patent-related cooperation agreements and supervises the capacity building programs for patent examiners. Director Medrano spearheaded the preparations for designation of the IPOPHL as an International Searching Authority (ISA) and International Preliminary Examining Authority (IPEA) under the Patent Cooperation Treaty (PCT). 
 
Director Medrano finished her Bachelor of Arts in Public Administration from UP Diliman in 1993, Masters in Politics and Public Policy from Macquarie University (Sydney, Australia) in 1999, Bachelor of Laws from San Beda College of Law in 2001 and Master of Laws from the Ateneo Law School in 2013.
