IPOPHL Continues to Automate Transactions

September 30, 2021

In line with its BRIGHT 2020-2025 agenda, particularly the strategic goal of automating and digitizing its records and processes, the Intellectual Property Office of the Philippines (IPOPHL) recently issued Memorandum Circular No. 2021-022. The measure mandates that the filing and the processing of a request for the issuance of a certification that no intellectual property case involving the requesting party and/or other parties, shall be made through online or electronic mails (email). The certification is sought to comply with certain requirement of other government agencies, or for other legal purposes.

Under the memorandum circular, clients or parties who wants to obtain the certification shall file the requests in the IPOPHL’s Bureau of Legal Affairs via email (blareceiving@ipophil.gov.ph). Payment of fees is facilitated through electronic Statement of Account (eSOA) and IPOPHL prescribed online payment facilities. At the end of the process, the requesting parties will receive from the BLA the digitally signed and authenticated certification through their respective email addresses.

The adoption of this end-to-end automated or digitized process ensures the continuous delivery by the IPOPHL of the subject services “while minimizing, if not totally eliminate, the risk to health and safety of IPOPHL personnel and clients during the COVID-19 pandemic”. This is also consistent with RA 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
