The Philippines achieves 50th ranking in WIPO Global Innovation Index 2025

Innovation gains momentum in the Philippines as the World Intellectual Property Organization (WIPO) reports the country’s 50th spot among 139 economies in the Global Innovation Index (GII) 2025.

The GII report, published annually by WIPO, ranks economies worldwide according to a set of around 80 indicators that measure their capacity to foster innovation as well as actual output in technology and creativity.

From a 59th ranking in 2022, the Philippines showed steady gains in the GII in the years that followed, with the country ranking 56th in 2023 and 53rd in the 2024 index. The Philippines’ leap to the 50th ranking this 2025 is a testament of consistency amid global challenges.

According to the GII report, the Philippines’ Innovation Inputs increased from the 67th rank in 2024 to the 59th rank in 2025. Innovation Outputs increased from the 53rd rank in 2024 to the 49th rank in 2025. Eight indicators improved in the short term. Of these indicators, international patent filings showed significant growth at 350% between 2023 to 2024. Intangible assets intensity and global brand values were also notable indicators.

The Philippines also maintains its classification as an innovation overperformer, achieving a GII score significantly above the country’s expected performance for its income level. Among 37 economies categorized as lower middle-income, the Philippines takes the 3rd rank.

The report was unveiled at a launch event held at the WIPO headquarters in Geneva, Switzerland and streamed live on the WIPO website. IPOPHL hosted its own watch party at its office in Taguig City, with some officials from the National Innovation Council member institutions.  

“The GII shows the Philippines as a top innovative economy,  climbing the rankings steadily. We not only look at the rise in the past few years. We look at the consistency of indicators that brought us from a 90th  GII ranking in 2013 to a 50th GII ranking in 2025,” IPOPHL Director General Brigitte M. da Costa-Villaluz said. “We examine where we stand today and  where we are headed to make innovation a true driver of inclusive and sustainable growth.”

The IPOPHL chief expressed optimism that the country’s strong performance will continue, buoyed by new policies such as the establishment of a registry for well-known marks. This initiative is expected to give businesses stronger brand protection and greater opportunities for expansion in both local and global markets.

She added that IPOPHL has embarked on programs to broaden IP awareness, deepen innovation capacity and empower the youth,  creative and underserved sectors, to sustain the Philippines’ continued climb in the GII through solid IP policy and a grassroots enabling environment.

“We are encouraged to educate more, and we always say IP is an equalizer—anyone can create, and anyone can be protected by IP,” da Costa-Villaluz said. “That is really the societal impact that we aim for, to make IP an enabler of economic growth, and show Filipinos what they can really do.”
