How IPOPHL is strengthening brand confidence in the Philippines

The Intellectual Property Office of the Philippines (IPOPHL) is reinforcing brand confidence through faster registrations, clearer protection standards and stronger digital enforcement, Deputy Director General (DDG) Ann Claire Cabochan said at the WTR LIVE Brand Strategy Summit Asia on December 2–3, 2025. 

In the keynote interview that tackled “How Asia’s IP Offices are Driving Innovation and Impact,” DDG Cabochan, addressing senior brand protection and trademark professionals, said IPOPHL’s reforms are designed to give brand owners greater certainty, both in securing rights and in enforcing them, as commerce increasingly shifts to digital and cross-border markets. 

“Brand confidence comes from knowing that protection is clear, efficient and enforceable,” DDG Cabochan said. “Our goal is to establish trust in markets for brand owners by showing the IP system is efficient, responsive and reliable through reforms.”  

One recent key reform is IPOPHL’s Register of Well-Known Marks, launched in April 2025 to align with international standards and strengthen protection for famous brands against dilution and unfair competition. The office maintains a continuously updated public list of recognized well-known marks, giving rights holders greater legal clarity and visibility. 

Beyond global brands, IPOPHL is also strengthening confidence in origin and authenticity through Geographical Indications (GIs). Since GI rules took effect in 2022, Guimaras Mango, Aklan Piña Fabric and Alburquerque Asin Tibuok have been registered, protecting local producers while signaling quality and provenance to consumers. 

Operational reforms further underpin brand confidence. IPOPHL currently records one of the fastest trademark processing times in Asia—three to four months for applications without objections—supported by long-term investments in automation, examiner training and digital systems. Its Trademark in Two Months (TM in TM) initiative aims to accelerate eligible registrations even further. 

Looking ahead, DDG Cabochan said IPOPHL’s upcoming AI Strategy will further support brand owners through faster searches, smarter workflows and improved evidence analysis while keeping human judgment at the center of decision-making. 

“Technology should strengthen trust,” Cabochan said. “But trust depends on transparency and responsibility. 

Confidence in enforcement is also being reinforced online. IPOPHL works closely with internet service providers, platform hosts and private stakeholders through its E-Commerce Memorandum of Understanding, now with 112 signatories, enabling faster notice-and-takedown actions against counterfeit and pirated goods. 

Through clearer rules, faster services and stronger digital coordination, IPOPHL aims to position the Philippines as a jurisdiction where brand owners can operate with confidence in an increasingly complex global marketplace. # # # (Janina Lim, Information Officer III)
