Qualification Standards

Education: Bachelor’s degree relevant to the job

Training: Sixteen (16) hours of relevant training

Experience: Three (3) years of relevant work experience

Eligibility: CS Professional/ 2nd level eligibility

Competency:

  • Technical / Functional Expertise:
    1. Advanced knowledge in administrative operations, including:
    - Cashiering, fee collection, and financial record reconciliation
    -Records and archives management (physical and digital)
    -Property, supply, and inventory management, including procurement and disposal
    -Facilities and assets management, including motorpool oversight
    -General administrative services (mail, reception, security, maintenance)

    2. Proficiency in project management, including preparation of project documents, TORs, contracts, and MOAs in accordance with COA, DBM, CSC, and IPOPHL standards.

    3. Expertise in government procurement processes, including Project Procurement Management Plan (PPMP) development, implementation of Annual Procurement Plan, and adherence to applicable laws and guidelines.

    4. Capability to implement innovative, digital, and data-driven administrative systems to enhance operational efficiency, monitoring, and reporting.

    5. Ability to oversee physical inventories and disposal of unserviceable or obsolete assets in compliance with government rules.

    Residency Requirement:
    • Preferably resident within Metro Manila or within commuting distance to the IPOPHL Main Office, to ensure availability for urgent operational and governance matters.

Duties and Responsibilities

1. Prepares/signs/initials in legal documents or negotiable instruments of the Division prior transmitting/forwarding/submission;
2. Monitors/supervises/validates implementation of Annual Procurement Plan of IPOPHL from procurement to issuance;
3. Spearheads implementation/scheduling of mid-year and year-end physical inventory-taking of all supplies, property, plant and equipment from counting to report preparation as reconciled with the accounting records for submission to COA;
4. Reviews/checks/validates BAC documents as well as all procurement documents under alternative modes of procurement;
5. Reviews/checks/validate/ documents/ schedules conduct of disposal of unused and/or unserviceable property, plan, and equipment;
6. Prepares/reviews/checks Memo, letters, and other documents before transmittal/submission;
7. Prepares/reviews/checks/validates and consolidates annual work and financial plan (WFP) and budget costing for the coming year;
8. Keeper of building/facilities/property documents;
9. Certifies/signs bonded IPOPHL officials/employees;
10. Implements records management initiatives, supply/procurement, and administrative improvements;
11. Directs janitorial and security service provide Signs/initials in billing statement if warranted, and signs/initials itinerary of proposed work during legal holidays;
12. Assumes as Head of Secretariat for the Disposal Committee/Ensures disposal of unused and/or unserviceable property, plan, and equipment;
13. Other tasks/functions that may be assigned from time to time by the Chief Administrative Officer, Director III and Director IV of FMAS.
