Qualification Standards

Education: Master’s degree or Certificate in Leadership and Management from the CSC/Bachelor of Laws

Training: Forty (40) hours of supervisory/management training and development intervention

Experience: Four (4) years of supervisory/management experience

Eligibility: CS Professional/ 2nd Level Eligibility/RA1080

Duties and Responsibilities

1. Provides strategic leadership and supervision of the Policy Research and 1. Provides strategic leadership and supervision of the Policy Research and International Affairs Division (PRIAD), ensuring operational excellence, regulatory compliance, and alignment with IPOPHL’s strategic objectives.
2. Formulates and recommends policies, legislative initiatives, and positions on intellectual property matters, including the Philippines’ engagement in international forums, ensuring evidence-based and high-impact decision-making.
3. Reviews, evaluates, and provides strategic guidance on multilateral, regional, and bilateral IP engagements to advance IPOPHL’s mandate and national priorities.
4. Represents IPOPHL in inter-agency meetings, legislative hearings, and international negotiations, ensuring professionalism, accurate reporting, and alignment with governance standards.
5. Develops, monitors, and evaluates the Division’s work program and staff performance, fostering a culture of accountability, collaboration, and high performance.
6. Leads capacity-building, coaching, and mentoring initiatives to strengthen technical expertise, strategic thinking, and leadership competencies of staff.
7. Performs other related policy, advisory, or operational functions as delegated by the Director General.
