Qualification Standards

Education: Master’s degree or Certificate in Leadership and Management from the CSC/Bachelor of Laws

Training: Forty (40) hours of supervisory/management training and development intervention

Experience: Four (4) years of supervisory / management experience

Eligibility: CS Professional/ 2nd Level Eligibility/RA1080

    1. Advanced knowledge of Intellectual Property Laws, specifically on Trademarks
    2. Advanced competencies on rules and procedures for Trademark Examination and Registration

Duties and Responsibilities

1. Provides overall supervision, technical guidance, and performance management for Intellectual Property Rights Specialists and other staff involved in the examination of trademark applications.
2. Oversees and ensures the accurate, timely, and consistent examination of trademark applications in accordance with RA 8293 (IP Code), Implementing Rules and Regulations, and IPOPHL guidelines.
3. Participates in the development, review, and updating of trademark examination guidelines, manuals, and office orders to improve processes and maintain examination quality.
4. Provides strategic inputs and recommendations in policy discussions related to trademark processes, contributing to continuous improvement and operational efficiency.
5. Leads quality assurance initiatives, including monitoring and evaluating examination outputs, to uphold high standards and compliance with IPOPHL policies and international best practices.
6. Plans, implements, and conducts coaching, mentoring, and on-the-job training for subordinate examiners to enhance technical competence, professionalism, and capacity development.
7. Coordinates with other divisions, bureaus, and external stakeholders to ensure smooth workflow, adherence to timelines, and alignment with IPOPHL’s organizational objectives.
8. Applies strategic thinking, problem-solving, and innovative approaches to improve examination processes, operational effectiveness, and customer service delivery.
9. Supports the Bureau in advancing IPOPHL’s mandate to protect and promote trademarks, intellectual property rights, and innovation.
10. Performs other functions as may be assigned by the Division Chief, Bureau Director, or senior management to ensure the effective delivery of trademark examination services and operational excellence.
