Qualification Standards

Education: Bachelor’s degree relevant to the job

Training: Sixteen (16) hours of relevant training

Experience: Three (3) years of relevant work experience

Eligibility: CS Professional/ 2nd Level Eligibility/RA1080

  • Technical/Functional Competencies:
    1. Demonstrates capability in conducting policy research, economic analysis, and technical studies to support evidence-based IP policy development.
    2. Knowledge of IP laws, policies, and regulatory frameworks.
    3. Strong ability to prepare clear, accurate, and well-structured policy papers, technical reports, and official position documents.
    4. Exhibits professionalism, tact, and adherence to official protocols in formal inter-agency and international policy discussions.
  • Leadership/Strategic Expertise:
    1. Demonstrates technical capability in supervising and ensuring quality, consistency, and timeliness of outputs within the assigned functional area.
    2. Fosters teamwork and collaboration.
    3. Manages team performance and provides coaching to enhance individual and group outcomes.

Duties and Responsibilities

1. Supervises a functional area within PRIAD, ensuring high-quality outputs, compliance with laws and regulations, and alignment with IPOPHL’s governance and strategic objectives.
2. Conducts policy research, economic analysis, and technical studies to support informed decision-making and evidence-based policy development.
3. Prepares and consolidates official positions on intellectual property policy, legislation, and regulatory matters for internal and external stakeholders.
4. Provides technical expertise and support in international fora, negotiations, and discussions on IP harmonization and emerging issues.
5. Monitors administrative, legislative, and judicial developments affecting intellectual property and coordinates with relevant IPOPHL units to ensure timely response and compliance.
6. Represents IPOPHL in inter-agency meetings, hearings, and bilateral or multilateral negotiations, maintaining professional standards and adherence to protocols.
7. Performs other assignments that contribute to the effective delivery of IPOPHL’s policy, research, and governance mandate.
