Competency:

  • Technical / Functional Expertise:

    1. IP Valuation and Commercialization: knowledgeable in assessing the commercial potential of IP assets an supporting technology transfer and licensing activities.
    2. Technology Transfer: proficient in facilitating partnership between IP generators and potential adopters or investors.
    3. IP Management System: Skilled in supporting the development and implementation of institutional IP policies, IP asset management strategies and related tools.
    4. Capacity Building: able to to deliver or assist in the conduct of training, workshops, and advisory services on IP management and technology transfer.
    5. Strong ability to analyze IP portfolios, market trends, and technology readiness for commercialization.
    6. Effective in preparing technical documents, policy briefs, and presentations for varied stakeholders.

Duties and Responsibilities

1. Supports the planning, implementation, and evaluation of programs, projects, and activities (PAPs) of the IP Management and Technology Transfer Division to promote technology transfer, commercialization, and industry development across sectors.
2. Conducts research and studies to inform the formulation of policies, standards, guidelines, and rules on technology transfer and IP management, ensuring alignment with national strategies and IPOPHL mandates.
3. Evaluates and registers technology transfer arrangements, licensing agreements, and other IP commercialization initiatives to ensure compliance with relevant laws, standards, and best practices.
4. Provides advisory services to MSMEs, inventors, and other stakeholders on leveraging IP assets for innovation, commercialization, and business growth, including connecting them to appropriate government programs, industries, or investors.
5. Analyzes IP portfolios, market trends, technology readiness levels, and commercialization potential to inform strategic decision-making and identify opportunities for IP-driven innovation.
6. Supports the development and implementation of institutional IP management policies, tools, and strategies to enhance the governance, protection, and utilization of IP assets.
7. Assists in the planning and delivery of capacity-building initiatives, including training sessions, workshops, and advisory services on IP management, technology transfer, and commercialization for internal and external stakeholders.
8. Prepares technical documents, policy briefs, presentations, reports, and other materials to facilitate decision-making, stakeholder engagement, and knowledge dissemination.
9. Coordinates with internal IPOPHL units, DTI regional offices, industry partners, and other stakeholders to ensure effective implementation of technology transfer and commercialization initiatives.
10. Performs other duties as may be assigned by the Division Chief, Bureau Director, or senior management to support IPOPHL’s mandate to promote innovation, IP utilization, and technology-driven industry development.
