Qualification Standards
Education: Bachelor’s degree relevant to the job
Training: Eight (8) hours of relevant training
Experience: Two (2) years of relevant work experience
Eligibility: CS Professional/ 2nd level eligibility

Technical / Functional Expertise:
1. Advanced knowledge in human resource management, including:
o Recruitment, selection, and placement of personnel
o Performance management systems, including monitoring and evaluation
o Compensation, benefits administration, and rewards and recognition programs
o HR policy development, HR records management, and HRMIS implementation
2. Proficiency in data-driven HR analytics for workforce planning, performance monitoring, and reporting.
3. Knowledge of government HR rules, CSC regulations, and IPOPHL governance standards.

1. Provides guidance, coaching, and mentorship to HR staff to foster high-performance culture and compliance with HR standards.
2. Develops and implements strategic, innovative, and collaborative HR solutions that support IPOPHL’s institutional objectives.
3. Builds inclusive working relationships across divisions to enhance organizational effectiveness and employee engagement. -
Residency Requirement:
Preferably resident within Metro Manila or within commuting distance to the IPOPHL Main Office, to ensure active participation in HR operations and strategic initiatives.
Duties and Responsibilities
1. Provides overall leadership and technical guidance to the HR Section, ensuring that recruitment, selection, placement, performance management, compensation, benefits, and rewards programs comply with CSC regulations, IPOPHL governance standards, and best practices in public sector HR management.
2. Oversees the development, implementation, and continuous improvement of HR policies, procedures, and digital tools (including HRMIS) to enhance operational efficiency, workforce performance, and data integrity.
3. Leads strategic workforce planning, including staffing needs assessment, succession planning, and talent management to support IPOPHL’s institutional objectives and operational readiness.
4. Monitors, evaluates, and reports on workforce performance, engagement, and HR metrics, providing actionable insights to inform management decisions and support organizational development.
5. Designs and implements HR capacity-building initiatives, coaching programs, and mentorship plans to develop a high-performing, compliant, and engaged workforce.
6. Facilitates organizational change by implementing innovative HR strategies and initiatives that align with IPOPHL’s institutional vision and Performance Governance System standards.
7. Ensures timely and accurate preparation and submission of HR reports, analyses, dashboards, and management recommendations for executive decision-making.
8. Coordinates and fosters collaborative, inclusive, and constructive working relationships across IPOPHL divisions and with external partners to strengthen HR services and organizational effectiveness.
9. Champions compliance with government HR rules, CSC policies, and IPOPHL standards in all HR operations, including audits, monitoring, and review processes.
10. Performs other strategic HR functions as assigned to strengthen the division’s capability, support IPOPHL’s human resource governance, and enhance institutional performance.
