Qualification Standards

Education: Bachelor’s degree in Accountancy

Training: Eight (8) hours of relevant training

Experience: Two (2) years of relevant work experience

Eligibility: RA 1080 ( Certified Public Accountant)

Competency:

  • Technical / Functional Expertise:

    1. Advanced knowledge in financial management and accounting, including:
    o Recording, reconciling, and monitoring financial transactions
    o Preparation of financial statements and analytical management reports
    o Budget tracking, fund certification, and claims approval
    o Compliance with COA, DBM, CSC, and IPOPHL policies and regulations
    2. Proficiency in accounting systems, ERP software, and digital reporting tools to improve efficiency, accuracy, and transparency.
    3. Expertise in auditing standards, internal controls, and financial risk management.
    4. Ability to conduct financial performance analyses to guide resource allocation and strategic planning.

  • Leadership / Strategic Competencies:

    1. Provides technical leadership and mentorship to staff.
    2. Guides teams in adhering to financial governance, operational excellence, and continuous improvement.
    3. Supports management in data-driven decision-making and strategic planning.

  • Residency Requirement:
    Preferably resident within Metro Manila or within commuting distance to the IPOPHL Main Office, to ensure availability for urgent financial and operational matters.

Duties and Responsibilities

1. Provides technical leadership and oversight of the Accounting Section under the guidance of the Division Chief, ensuring compliance with COA, DBM, CSC, and IPOPHL governance frameworks.
2. Develops, implements, and continuously improves accounting policies, systems, and digital tools (including ERP or accounting software) to enhance transparency, accountability, and operational efficiency.
3. Records, reconciles, and monitors all financial transactions, ensuring accurate and timely financial information for decision-making and reporting.
4. Prepares comprehensive financial statements, management reports, and analytical summaries for internal and external stakeholders.
5. Conducts financial performance analysis to support strategic decisions, resource allocation, and organizational planning.
6. Approves certified claims and certifies accounting entries, ensuring proper documentation and responsible fund management.
7. Supports planning and monitoring of manpower, financial, equipment, and material resources of the division.
8. Provides coaching and guidance to Accountant II and I staff to ensure high-quality outputs, continuous learning, and adherence to best practices.
9. Performs other functions as directed to uphold IPOPHL’s financial integrity, governance compliance, and operational excellence.
