Qualification Standards
Education: Bachelor’s degree in Accountancy
Training: Four (4) hours of relevant training
Experience: One (1) year of relevant work experience
Eligibility: RA 1080 ( Certified Public Accountant)

Technical / Functional Expertise:
1. Proficient in financial management and accounting operations, including recording, reconciliation, and reporting of financial transactions.
2. Knowledgeable in accounting and auditing rules, standards, and practices under COA, DBM, CSC, and IPOPHL policies.
3. Skilled in accounting software and general office productivity tools to support accurate and timely reporting.
4. Ability to prepare financial statements, analytical reports, and management summaries under guidance.

1. Supports process improvements and implementation of policies to enhance efficiency, transparency, and compliance.
2. Works collaboratively with team members and division leadership to ensure accurate fund management and operational effectiveness.
3. Demonstrates attention to detail, integrity, and accountability in financial management functions. -
Residency Requirement:
Preferably resident within Metro Manila or within commuting distance to the IPOPHL Main Office to facilitate coordination with the Financial Management Division and other relevant units.
Duties and Responsibilities
1. Supports the recording, reconciliation, and monitoring of financial transactions, ensuring accuracy, reliability, and compliance with COA, DBM, CSC, and IPOPHL standards.
2. Assists in preparing financial statements, management reports, and analytical summaries to inform decision-making and organizational performance monitoring.
3. Reviews documentation for financial claims and accounting entries under the guidance of Accountant III or the Division Chief to ensure proper fund management.
4. Supports implementation of accounting policies, procedures, and digital tools to improve transparency, efficiency, and reporting quality.
5. Assists in planning and monitoring the division’s financial, manpower, equipment, and material resources.
6. Performs other accounting and financial management functions as assigned to support IPOPHL’s operational and governance objectives.
